Configure network (drivers)

/network/configure/:namespace

Applies driver-based configuration actions (routes, bridges, NAT, TC, etc.) to pods concurrently. A links section shapes links by one end: the peer comes from the topology, symmetric repeats the shaping on the peer's interface, reverse puts a different one there, remove clears both ends. Each entry expands to add_qdisc or del_qdisc actions on the two interfaces. Each action can include options: {"persist_history": false, "capture_output": true}. The response includes a sequential_equivalent time (sum of per-pod durations) and a speedup factor vs the concurrent wall time.
